Adjusting Permissions to enable formatting.

I recorded several audio items onto a CD-R. I now want to format the CD, but Windows refuses, saying it seems that I have not got the appropriate Permissions. What steps should I take to fix this, please? My desktop runs 64-bit Windows Pro.

A CD-R can only be written to once. To be able to erase - or format - you would need to use a CD-RW.
