every time I log on to the internet with my laptop .I pick up, my near neighbors unsecured wireless connection .it seems they go out and leave it connected all day .I have been over and warned them .but to no avail . their signal seems to be strong enough to over ride mine .so I have to I switch over to my own connection .at once ..if I forget..would I be liable .....

It's against the law to do that, though the chances of you being prosecuted are tiny.
