In 2005 someone in Doncaster won £9.4 million, but didn't claim the money.

In 2008 a Devon ticket holder had the lucky numbers in the EuroMillions lottery. He or she never claimed the £6.9 million prize.

Every week approximately £2 million goes unclaimed.

All of that pales into insignificance when compared to the person who, in 2007, won a New York lottery prize of $31 million, and didn't claim it.

I think 'tactical fibber' fits more than 'cold liar'.

That's normally used in serious offences... you just denied knowing one of the biggest company names on the internet.
