It's purpose is to prise some thing apart, it has both right and left screw threads so as you turn the handle the "jaws" either come together or expand.

I would guess it's for holding/clamping two parallel parts still for some reason or another.

I did Google 'unusual tools', and if you scroll down carefully, right to the bottom, you'll see that it's so unusual, that it doesn't appear on there...:)

The thing is it's not designed to be heavy duty, that handle does not give the impression you could apply a great deal of force to tighten or expand it.
