I found this quite amusing: "whether provisions for ‘fair use’ by citizens are reasonable". Find me a citizen that even understands what 'fair use' is (present company excepted).

Interesting that they have used the US terminology 'fair use' rather than the UK terminology 'fair dealing'.

I agree completely, and like you, I find the 'fair use' inclusion interesting. There's a fine distinction, in my opinion.

'Fair dealing' although not in itself a defining phrase is something that is easier to interpret - most of us have an innate sense of what constitutes fair dealing. 'Fair use, on the other hand is open to wider interpretation - what you or I consider a fair use might be an infringment in the eyes of a copyright holder.
