Rail service staff are being balloted over strike action, which could see services over Christmas being disrupted.

Good timing is essential with these kind of things.

I doubt if he does - they involve the unions in a lot of expense. I am sure he would prefer the old system where strikes were just called by union leaders.

However, ballots are required by law to try and intrdduce some small sense of democracy into strike decisions (I make no claim as to whether they work!).
