The Japanese railways were originally built with British technical assistance, and Japan adopted the British convention for double tracked lines of running on the left.

All Japanese roads were officially designated for left-hand running in 1924, and they've been that way ever since.

It is one of the main reasons Japan focussed on the UK when it started exporting cars. It could dip its toe in the water without having to make left-hand drives that might not sell.
