I couldn't find a text version, but to summerise:

Residents on the seafront in St Annes (nr Blackpool) have been threatened with court action for returning sand that blows into their gardens back to the beach from whence it came.

The council has deemed this as fly-tipping, as you cannot dump contents of a private garden onto the beach.

I suppose it must make sense to someone, but I'm baffled at this logic
