Lord Lucan might of been living in Africa according to the BBC and some witnesses.
He might have been living more or less anywhere, but Africa has always been considered the most likely location.
So shy hasn't this mysterious former PA been arrested and charged with conspiracy to pervert the course of justice?

Why do you presume that? He would be 77 now, and may have quite a few years left yet. He was declared officially dead by a Judge in 1999 so that his executors could finalise details of his estate, but that didn't mean he was actually dead.
I can't believe for a minute that with the prestige and headline profits that would be made he is or has been alive for a very long time.
There's more chance of finding Shergar surreptitiously ploughing a field in Norfolk than finding him now!
