because he's been arrested, and in any case the article makes it clear that he "was working for an outside institute and had no contact with anything that could have been used for terrorism."

Even if the collider was working and even if he had access to it, I don't think he would have killed very many people by smashing a few sub-atomic particles together!!

Given that a single detector on the ring is about two stories high, I think he would have had to have a fairly large rucksack to nick anything which could "cause ultimate carnage!" :-)
