Institute of Civil Engineers

-no not the institute itself. I'm talking about the locomotive. To be more specific, theres a place next to the A1 about 13 miles south of scotch corner that seems to have a fair collection of semi derelict inter city rolling stock, and in plain sight (since they cleared some trees) is a dilapadated engine bearing the above title. A brief search on google has failed to enlighten me, so I was wondering if anyone knew anything about it, or if any railway enthusiasts knew of it?

association with the development of the British railway network and of the locomotives that ran on it. I can only surmise, therefore, that someone decided to commemorate the fact by naming a locomotive in recognition.
