I like the band 1 television aerial on the building to the left, it would probably suggest the photo was taken in the 1950 or 60's sometime.

I extend octal's logic and assume the only TV base was Alexander Palace. The director of H is always shorter than the reflector, the sunlight is from south rather than north, and the height of the H may put range 25 to 35 miles N020E from A. Palace.

By 1955 I know Sutton Coldfield was transmitting, so it's speculation.
