Now forgive me if I am wrong but isn't this a bit like buying a fridge then realising that you don't have an electric supply to your house, and no idea how much it will cost to get one.

I like your development of the analogy, but as we'll have to pay for our ID cards, I would take it a stage further.

It's like ordering someone to buy a fridge and then hoping someone else will pay for the electricity supply.
