That other bastion of the right, the Daily Mail, says in a throw-away line within an article on this same subject that the EU financial books have not been signed off for 15 years because of concerns about fraud and error. What is that all about?

I believe that the EU already takes a proportion of the VAT Collected, so there is really nothing new under the sun.
