If you read it, they register all of their email addresses and online nicknames, if they don't or give false info, they face up to 5 years in prison.
At least its a start!

for someone to change an email address, but any attempt to make children a bit safer is worth a try, and IP addresses mean that it's easy enough for the authorities to trace anyone, regardless of attempts at disguise.

They can't jail them as theres no room so what would they do with them if they caught them anyway?
They shouldn't be allowed computers at all would be my answer. Have some sort of tap on the phone to stop them using a modem and make sure they cannot access broadband by ensuring they cannot register for it.
But I suppose that would be infringing on their human rights wouldn't it?
I don't see how its workable but its only an idea at the moment as far as I can see.
