Conservatives to publish draft bill on an EU referendum tomorrow.

Is it to much pressure from back benches, the threat from UKIP or the old stalwarts of Maggies government expressing the opinion of getting out of Europe.

I hate to be a cynical, but only when we get a date to vote will it happen. All this smoke and mirrors is just so much spouted rubbish, a date should be set and then we can believe what they say and at the moment they're running scared of UKIP and will do anything to string us along.

The thread title is wrong. It should be 'Cameron Keeps Promise'.

On 23rd January 2013 the PM said 'Legislation will be drafted before the next election'.

Given the hysteria Europe causes, whenever that legislation was published would have caused a furore.

People need to get beyond the tosh about caving in to UKIP and look at what's really behind this.

With the ballot for Private Members' Bills this week, publishing the draft helps any private member who wishes to adopt the wording the Tories would use if they could get a bill through.

If a Private Member does go for the EU referendum bill it will fail. That means Cameron can point at the LibDems and show what a bad idea coalition is. The 2015 election campaign has already started so the Tories need to find ways to rubbish the LibDems whilst staying in government with them.

I'm sure Cameron would rather there wasn't an EU problem but, since there is, he's making the best of it. His best isn't that good, unfortunately.

But there are also problems for Miliband. Labour wants to say the EU referendum is a distraction and attention should be on the economy and other domestic issues but focussing on that just reveals how poor Miliband is.

We have been promised a referendum on Europe for quite a while now. Blair made one with caveats that he then used (wrongly in my opinion) to wriggle out of allowing the public to voice their opinion and Cameron has made a similar promise with that magic word "if" within it.

It must be time the public are permitted to express their collective opinion and if this causes UKIP to be elected for the purpose so be it. After all the word "democratic" is supposed to be supported by all the main political parties in the UK.

We're a representative democracy and, as such, plebiscites should have no role. Having a referendum on any issue is wrong.

Every now and then an issue becomes just too controversial to be dealt with in the normal democratic way. Public opinion looks to be agreeing that this is one of them.

fourm member look I may have it wrong but in that speech he merely says that.

"The next Conservative Manifesto in 2015 will ask for a mandate from the British people for a Conservative Government to negotiate a new settlement with our European partners in the next Parliament."

And then says,

"And when we have negotiated that new settlement, we will give the British people a referendum with a very simple in or out choice. To stay in the EU on these new terms; or come out altogether."

I can't see anything were he makes any promise about doing any thing before the next election, but now he can, just seems strange.

But now it just seems a knee jerk reaction to a big majority of people voting UKIP.
