It's a spoof.

Yes you could build a totally accurate model of the spanner, but there is unlikely to be a way that you could get the Archimedes Screw to work, as the whole thing would be a solid block.

You could probably scan, make the parts separately and then assemble them yourself

It most definitely would need to be worked on after the scan, otherwise how would the scanner know fixed parts from stationary moving parts.
