"Your security settings do not allow you to download this file"

I keep getting this message also I am unable to open certain applications. How can I change my security to allow everything to work as it did? I have windows updates turned off could this be the cause?

I am using XP, pro I think. I am the ADMIN. No other users.

Check your firewall settings,or briefly disable this to elimate firewall issues.

Tools/Internet Options, Security tab, click Custom Level, scroll down the list until you see Download and you may find Disable is ticked rather than Enable.

You could re-enable some of the hard to find things using Security Console, it sounds as though Group Policy has been affected or changed and is imposing the limitations (start menu/run, type gpedit.msc, press return, a million and one options in there)
