XP welcome screen problem rtlgina2 file. Delete?

I created a second account on my laptop and, when I tried to use the "change the way users log on" a windows message appeared saying that the welcome screen had been disabled.

The file causing the problem is rtlgina2.dll

I have searched for the file but, as it just says system file, I cannot tell what it is associated with and I am not sure if it is safe to delete it.

I really would like to be able to switch users and would appreciate any advice.

Ok I have downloaded and opened the file which says thatb rtlgina2.dll is not standard and gives me a repair option.

I know this probably sounds really stupid but, as this file is associated with my wireless adapter, please can you tell me if it is safe to repair as I,m worried that I might mess up my internet connection.

It is a repair option so providing you follow the instructions it should not affect your internet connection.
