XP in Spanish

We need to know how to change our UK Win XP computer setup to Spanish language. EG the start menu button to say "inicio". And also any pop up menus to also display in spanish. Can we set up two user accounts one in english and the other in spanish? We have already tried using the regional language in the control panel which only changes our keyboard settings. Can anybody help us? thanks for your time in advance...

May be wrong but perhaps you need to install XP twice (separate partitions) one in each language

Yes, that's correct, you can't just change languages - you need to install a Spanish version of XP.
