XP Shutdown - restart

I have a problem similar to, VoG Sun, 03.08.03 | 18:59,. I went away for a week leaving my family alone with the computer. When I got back it was trashed, Registry and dll files corrupted and half the programmes wouldn't work. My only option was to reformat, booting from a win98 startup disk. This done I reloaded XP Home and my usual programmes, one by one. Now when I shut down it restarts so I turn off the power at the appropriate time. When I turn on in the morning it opens up in the BIOS!!! On rare occassions it has shut down normally.
I have never had any Roxio product on the HDD.
Has anyone any idears please?
