XP shutdown problem

when i shut XP down i get a black screen with a microsoft logo that says "it is now safe to turn pc off"...but i have to use the tower button. Not a major headache, but bugs me why i have 2 do it.

I have checked my BIOS..up to date...i installed XP over 9x..any help would be greatly appreciated ...
