XP Shutdown hangs and need to manual turn off

Recently I have noticed that when I try to shutdown the pc gets to the blue shutdown screen and then hangs.

Sometimes it does this at the settings prompt other times I get a message stating installing updates.

Last night it got through ther setting then, after no mentio of the updates, simply hung at 'windows is shutting down'

I did look at proceesses a moment ago and noticed that 'system idle process' occupied 99% CPU. Is this significant.

Any advice as I do not want to have to continually switch off the manual pressing the power button?

Its normally a Driver or Program that windows as problems shutting down. You could use MSCONFIG to find the Problem. Go to Help From Start Button Then to Troubleshoot Start/Shutdown Problems. Follow the steps in there, you may have to print a page off to follow it
