how do i restore missing system files without doing a complete reinstall?

put in your xp cd as if re-installing, then choose the repair setting.

Before going down the repair route, try running the XP File Checker utility; Start | All Programs | Accessories | Command Prompt, type in
Have your XP CD in the drive.

Put your XP CD in the drive and type

sfc /scannow

in the run box and hit OK.
