XP pro drive letter assignment problem

XP pro (no SP1 or SP2): Plug in a 64Mb flash drive and it reads happily, allocating it to drive E. Clicking the safely remove hardware icon in system tray shows ".... drives E, F". (There is no other device to account for drive F.)
Plugging in either of two identical 8Mb flash drives (different type to 64Mb drive - unbranded) and XP fails to allocate a drive letter so it is unreadable. It appears in system tray and in device manager. If I right click My Computer and select disk management, it shows the flash drive allocated to drive E. I can manually give the drive a new letter (F) and it now works perfectly, but have to go through it all every time I attach that flash drive. What can I do to get XP to recognise and allocate a drive letter automatically? Thanks. Francis.
