xp CLEAN reinstall...?

I want to reinstall xp-home on my daughters desktop. However, reinstalling using the setup programme from the cd, I am still left with all the original folders, so is not a clean install. How do I do this?
Also when I reinstall the utilities for the netgear wireless, it is not showing up in the taskbar, and will not load/run from the start menu. I see a brief flash of the netgear interface bus does not load/run?

mikegm7, if you have a full microsoft XP-home CD, not an upgrade, then after formatting the HDD ( everything on the drive will be gone) then you can install XP-home Clean. ie nothing else on the disk only XP-home.

I changed the boot order in BIOS so booted from CD, this in effect enabled me to perform a clean install.
