XP accounts and program installation

How do you install programs on XP so that all users can use them? I installed an intenet dialler whilst logged in as the main user (ie with administrator rights), but the other two users can't access it. I'm sure there's an obvious answer, but...

You are given a prompt near the end of the install, asking you if you require the program to be available for just yourself or all users.

I take it that the installation for the dialler did not ask you this?

when you click on connect to to connect to the internet,another box comes up asking you to dial. On this screen you have an option to make this available to.....ME ONLY or
