worm removal

I have windows xp pro and my anti virus (AVG),shows "padobot.e" worm detected but it will not or cannot remove it.
When I boot up most of the programs freeze and I cannot access the internet.
Someone told me that it is probably on the hard drive and cannot be removed so I should re-install windows.
Is this right or is there a way of removing bearing in mind I cannot download anything from the net!

is this virus in your system restore? I had a similar problem and had to switch off and delete the corrupt system restore files, reboot, the reactivate system restore

A slight variant on Pablothehat's recommendation which has worked for me with a similar worm is to switch off system restore, then run AVG, then switch system restore back on again when everything's running okay. AVG didn't delete my worm, but put it into a quarantine vault where I was able to manually delete it.

Thanks very much for the replies, I will give it a try.
Just one thing though, sounds stupid, but how do I turn off system restore?

Right click My Computer, select the System restore tab and tick the turn off system restore box.
