WinXP shuts down instead of rebooting

There seem to be several threads about the reverse problem - WinXP rebooting instead of shutting down - but my problem is that when I go (via the Start button) to "Turn off computer" and select "Restart", my PC shuts down. Or, rather, it sometimes shuts down and other times it freezes at the "Windows is shutting down" phase (i.e. after "Saving your settings").
Any suggestions about how to fix this would be much appreciated.
