WinMgmt.exe - Application Error

I need your expert advice on how to resolve an error message I am getting when starting up a Toshiba SP6000 which is running Windows 2000. After running the Applying Security Settings and before the Welcome to Windows screen appears the following message appears.

WinMgmt.exe - Application Error
The Instruction at "0x77fcbacc" referenced memory at "0x49005ef8" The memory could not be "read" click on OK to terminate the program.

But clicking on ok does not stop the program from appearing every couple of minutes.

Try the instructions below:
1. Log on as administrator to your local computer;
2. Right click on my computer, then manage;
3. Expand Services and Application then click on services
4. In the right pane you would see all services listed
5. Scroll down and find out two services name;windows management instrumentation and windows management instrumentation driver extentions.
6. Right click each service and go to properties and disabled the services.
7. Restart your computer.
