WindowsXP Starter disk?

I have just run the System File Checker on Windows XP home due to the fact I have had some bootup problems recently (explorer.exe. not starting) and was presented with this screen:

Files that are required for windows to run properly must be copied to the DLL cache

Insert your Windows XP Starter CD now

The only Windows disks I have are my original OEM WindowsXP Home CD and my (may not be legal) copy of that in case the other gets damaged, lost, stolen etc. So what is the SFC talking about? My machine is home built so no such thing as "restore disks" or the like. Anybody have any ideas about what it is it wants?

Its looking for the XP cd. Put it in the drive and close the splash screen then start sfc again.

hhhmmm, that also didn't work. Sorry took so long to reply, it got to a point where after entering my password the PC just crashed - so I have just reinstalled windows (for the second time this month!) Thanks for your suggestion anyway.
