windows xp shutdown

when i go to shutdown the computer or restart it, it seems to hang on " windows is shutting down " but nothing happens it just freezes there is there anything i can do to make it shutdown properly, instead of having to turn off the power to the computer. also when i boot the computer up i get a message saying invalid boot .ini booting from C:\windows what is happening
