Windows XP and IE7 Won't let me download

I use windows xp and ie7. When I download software and go to run it I get"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item. I am the administator. I have looked and don't have enhanced security components. I have zonealarm snf Belarc advisor installed. Virus and spyware scan didn't show anything. What do I need to do so I can run my downloads? Thank you

go to add/remove windows components, then uninstall the Internet Explorer Enhanced Security component.

when I go to add/remove windows components I don't have anything checked saying enhanced security component.
