Windows XP Home 'Owner' and 'Guest' folders

In addition to the 'Guest' and 'All Users' folders there's also an 'Owner' folder in Documents and Settings. Sounds important, but appears to be of no use. Can I delete it?

Also, would I be correct in assuming that under no circumstances can you allow the Guest account to log on to the internet whether you have 56k, ISDN or Broadband? i.e. you need to create another non person specific account e.g. User1. This is confusing as I'm getting Broadband in the next few days. If I'm on the net using it and switch to Guest, surely the Broadband connection would be still active for Guest to use (which totally contradicts the first sentence of this paragraph!!!!!)?
