When it fails to load windows do you get any sort of error message? does it stop at a black or blue screen with flashing cursor in top corner?

Can you boot into safe mode? after initial boot HDD+CD recognied keep tapping F8 key to get to safe mode then when in safe mode
tpye sfc /scannow in run box with XP CD in drive to repair missing / corrupted files.

Could be a corrupt driver file.

In safe mode click control panel - system - hardware - device manager.

Are there any yellow exclamation marks on the dvices i.e modem, display driver, CD/DVD if so unistall the device windows will refind it when you reboot and install the drivers.
