Windows won't shut down

I recently upgraded win 98 to win Xp and ever since I did that my pc won't fully automatically shut down like it used to. Each time I shut my pc down it saves all files and a message comes up saying "it's safe to shut your computer now" I have to press the power swith for about 3sec before it completely shuts down. Is there anyway I can bypass this so that windows shuts down automatically after it's safe all my work, like it used to do with win98. Thank you.
