I'm an elderly computer user with no network,with dial-up internet access and Norton Antivirus and Personal Firewall.

Am I incurring a serious risk by no longer taking Windows security updates?

My reason for asking is that updates have sometimes seemed to play around with my internet access and I've had to use System Restore to remove the updates

If you go online at all you should accept the critical updates from Windows. I suspect your firewall is to blame for your internet access issues - although you might also have picked up something else on your travels around the web. Are you running other antimalware, such as Windows Defender, Spybot etc?
