Windows start up problems

Can anyone help please?

I am getting an error message when I switch on my pc (not this one!)

The message reads - Windows cant start up due to a missing or corrupt file. Please re-install the file

Windows root /system 32/hal.dll

Any ideas?

Press the power button on the chasis to turn it on, and keep tapping F8 on your keyboard.

Now select the "Use last known configuration that has worked" (something on those lines) from the list that comes up.

What OS is it?
Start in safe mode and then do what mattyc_92 said or down load the file from click here save it the start in safe mode admin account and copy paste to the windows/system32 folder.
