Windows Recorder - where is it??

I recall reading somewhere about this utility, and think I have even accessed it once!
Main reason for seeking it now is that I would like to record a sound effect used by a piece of software I have installed, so that I can use it elsewhere.
I cannot find any wave files in the program folder, so they must be in the .exe file which I cannot open, (The programme just starts)
I thought that maybe "Windows recorder" might be able to record "internally generated" sounds, all of the audio recording programmes I have require a "line in" source to record from.
