Windows Password

My mate bought a second hand PC from a university which asks for a password that he,nor the uni, knows.
Is there a way to bypass it and switch off the request or can I download some kind of freeware,copy it onto a CD and take it round?
He thinks its Windows 98.

Im ticking this as resolved because his computer wont start at all now so hes just going to bin it.

open the computer cover( the case)

and if you know about computers take off the mother board and leave it off for a while (not less than 20min) and after that replace it and switch the computer on.

note: if you dont knw what the motherboard is. go to google image search and search for the motherboard but be carful when you take it off you'll find a little fan next to it makesure you dont break it it called the heat sink. be carful mate

not the motherboard but remove the motherboard battery fot a couple of hours, replace it then try again.
