Windows not starting

When system starts up i get message "windows could not start because file missing or corrupt \windows\system32\config\system. I have tried to repair by entering start up disc and pressing r but all i get is windows C:\ .But i dont know what to do .I have been told to enter C:\sfc\scannow but that does not work . Safe mode will not start up either. Also there is no cursor only in safe mode. I tried a dos start up disc in A drive but then i still am stuck. Please could some one help . Thank you

What version of Windows?

Also you stated "Safe mode will not start up either" but then "Also there is no cursor only in safe mode" - can you get into Safe Mode or not?

The command is:

SFC /SCANNOW (just a space after sfc)
