windows 98 reinstalling

I've been told that rather than reformat the hard drive I can rename windows as old windows and then reinstall a new version.
Every time I try to rename windows folder the pc won't allow it - any suggestions

Rhodie, what's you trying to do? You can load a new copy of windows over the existing.This will replace missing or corrupt files , and still preserve your data,you should still back this up just in case. It would help to know just what your trying to achieve.

kids have installed so much junk on the pc which can't be uninstalled, files missing etc., so want clean copy of windows.
