Windows 2K won't boot

Can anyone help, I have the following error message when trying to boot into W2K.

Windows 2000 could not start because the following file is missing or corrupt
\WINNT\SYSTEM32|CONFIG\SYSTEMced

I have tried to repair but I don't have an emergency disk, which the repair process seems to look for, I can get into the console, ie I get to C:\WINNT but am now stuck as to what to do next.

Any suggestions.
