Window access problems

I had a problem with the computer and returned it to the shop. They repaired the fault but now if I press start, help I get the messages

A required .DLL file, HCAPPRES.DLL was not found

Windows cannot access the specified device, path or file. You may not have appropriate permission to access the item.

When I try system restore I get the message

Windows cannot access the specified device, path or file. You may not have appropriate permission to access the item.

Should I reinstall ME or is there a way of correcting the problem.

Something to do with PC health. It should be here. C:\WINDOWS\PCHEALTH\HELPCTR\BINARIES

Followed your instructions but can’t find the DLL on the computer how do I get it and install it?.

I found the DLL on the link above and dragged it to the two window address above is this correct? As I can still not get HELP to work. I’m I doing something wrong?
