win98SE explorer.exe problems

Anyone out there seen this one. It's symptoms are quite involved but I'll try and remember them all.

No new software installed recently, antivirus[AVG6.0] up to date and no viruses showing on scan.

Originally started as an explorer.exe error message this resulted in the white "restore active desktop" screen. however if you did this the system froze.

Tried safe mode and the same thing happened, so probably not a driver problem?

restored a registry from before problem first ocurred. problem still recurs.

following a search of the helproom data base ran sfc and internet explorer repair tool. to no real avail.

The real freezes occur when I attempt to use the mouse when an error is showing, if I use control/alt/del to close explorer it then reloads automatically but the right hand mouse button doesn't work for drag and drop functions.
