Win98 boots to splash & then a shut down prompt

The pc boots as far as the Windows 98 splash screen and after about 10secs thinking about it goes to a single line (dos -type) prompt which reads "to shut down your computer press control + alt + delete"

Doing that just cycles back to the same message.

The keyboard is unresponsive at that message i.e. I cannot type a dos type command, not that I'd know what to type anyway.

Has anyone a suggestion?

Or is the hard disk jiggered?

Is it salvageable if the pc is getting as far as the splash screen?

Press F8 during startup and see if you can get into safemode.
