Win XP and CD-R/CD-RW drives

I've got a notebook computer with a cd-rw drive, running windows xp pro. This is shared by a number of domain users, and I want to restict who is able to use the cd-rw part, ie I want some users to be able to copy files, cds, etc using the drive, but I want other people to only be able to access the drive as a cd-rom.

I thought that in WinXp, the users would have to have local admin right to be able to copy files, so I set up a test account with only 'domain users' membership, but I was still able to copy files to a cd-r disk when logged in as this user.

I've tried searching the web, but I can only find out info on how to give users access in XP, not how to block it.

I don't really know where to go from here...any pointers would be greatly appreciated
