Win ME won't shut down (boring I know)

I know this is an old question that has probably been answered many times before, but can someone tell me why my IBM Net Vista won't shut down. I would really appreciate a step by step solution as I am actually a Mac user, and don't really have much of a clue about windows. I'm just trying to fix my girlfriends machine. Thankyou for any help.

Might be a silly question but are all your Windows updates up to date. I seem to remember there was a patch for a Win98SE shut down problem but not sure if it's applicable to Win ME.

Pair of scissors come to mind, Try going to Control Panel\Sounds remove the Shut down sound then try it

If it does not work it is one of your programs that Windows cannot shut down. Try removing Items from MSCONFIG Startup tab

Try running defrag. It does not sound likely but I have seen it have an effect.
