win 98 wont boot up

A friends win 98 p.c. has developed a fault, he gets a runtime error message and then nothing the p.c. halts and goes no further. sorry I cannot be more specific I dont know if any new software has been installed or what he was doing at the time. will a reinstall of windows help if I can get to a dos prompt

Tapping F8 during bootup (before Windows tries to load) should bring him to a DOS screen.

Choose "Command prompt only"......... Type.. scanreg /restore ..and Enter.

Now pick a date from the choice shown which is earlier than the time this trouble started.... and Enter.

This is the early attempt in Win98SE which restores only the registry. It was a forerunner for XPs comprehensive system restore.
