Wi-Fi help & advice

I have Dell PPC and am interested in adding a CompactFlash 802.11 card.

However while I have read that wi-fi is being provided everywhere from phone boxes to travel inns I don't understand how I would be able to use my PPC to access my e mail etc on the move.

So my questions are ~

Do I have to sign up with wi-fi provider?

If I sign up with one provider does that mean I am limited as to where I can connect?

Could I access my web based e mail account?

Do I need 802.11b or 802.11g

How do these companies make money?

Or put simply how does it all work???????

Thanks BarryKeith but while I can now identify where in my area I can pick up a signal I am just as confused as to how?

Any more ideas?

All I did was put "wi-fi" into google, just do the same but add a bit more, such as "how" as well as "wi-fi" and see what different sites you get.
